Splice the mainbrace is an order given aboard naval vessels to issue the crew with an alcoholic drink. Splicing the mainbrace, a heavy piece of running rigging that supported the main yard was a skillful and arduous task, so that the men responsible would be rewarded with an extra tot of rum. Nowadays, a ceremonial order to pour a drink for a ship's company. In this design, the sunken sailor gestures two fingers for the extra drink, and is draped with the international maritime signal flag set for "Splice the mainbrace", which is AD28 (Alpha Delta Two Eight).
